refactor(l10n): game_text_l10n 중복 패턴 제거

- _l() 헬퍼 함수로 로케일별 분기 추상화
- 1998줄 → 1108줄 (~45% 감소)
- 260회 반복 패턴을 한 줄 표현으로 변환
